The Alabama

Alcoholic Beverage Regulation Administration
The Alcoholic Beverage Regulation
Administration (ABRA) issues licenses to qualified applicants to serve or sell
alcoholic beverages, monitors compliance with the law and regulations, and takes
appropriate enforcement action when a business violates the District of
Columbia's alcoholic beverage law. ABRA implements new laws regulating the
manufacture, distribution, and sale of alcoholic beverages within District of
Columbia. ABRA also works to prevent the sale of alcoholic beverages to underage
individuals through education and enforcement programs.
ABRA operates under
the authority of a seven-member Alcoholic Beverage Control (ABC) Board that sets
policy parameters for the agency. Members of the ABC Board are appointed by the
Mayor and confirmed by the City Council.

The Commission licenses and
regulates nearly 10,000 permits for the manufacture, operation or sale of
alcoholic beverages at all restaurants, breweries, wineries, grocery stores,
hotels, drug stores, package stores, stadiums, civic centers, social and
fraternal clubs, horse tracks and river boats throughout the State of Indiana.
In addition, the Commission also licenses and regulates the permits of every
bartender, waiter, waitress, salesperson and clerk associated with the sale or
service of alcoholic beverages in the State of Indiana - almost 100,000 in
number. The Commission is responsible for raising revenue of approximately $42
million for the citizens of Indiana.

The Iowa Alcoholic Beverages
Division is responsible for the regulation and control of alcohol in the State
of Iowa. Iowa is one of nineteen control states that, since the repeal of
prohibition, directly control the sale and distribution of alcoholic beverages.
In addition, the Division is responsible for the enforcement of state and
federal laws and regulations regarding the sale and use of alcohol and tobacco
products.

The responsibility of this
division is to license the manufacture, importation, storage, transportation and
sale of all liquor and administer those laws relating to licensing and the
collection of taxes on malt liquor and wine. The division can adopt rules
consistent with Title 28A and other laws of the State for the administration,
clarification, execution and enforcement of all laws concerning liquor and to
prevent violations of those laws. We review applications for liquor licenses and
are responsible for issuing and renewing liquor licenses. Division
representatives inspect licensed establishments for compliance prior to the
issuance of a license.

The ABCC is the sole agency in
Massachusetts responsible for directly licensing or permitting specific
participants in the alcoholic beverages industry in Massachusetts. All
manufacturers of alcoholic beverages, all wholesalers and importers, all
out-of-state suppliers of alcoholic beverages, all brokers, all salesman, all
warehouses, all planes, trains, ships, ship chandlers and most every motor
vehicle transporting alcoholic beverages in Massachusetts require direct
licensing from the ABCC. Approximately 10,000 such licenses and permits are
issued by the ABCC each year.

Within the United States, each of the 50 states has an alcohol beverage control

of alcoholic beverages within that state. All states have some form of
restrictive system for selling alcohol. There are no unrestricted free markets
for alcohol in any state.
The Ohio Division of Liquor Control (“Division”) is responsible for controlling
the manufacture, distribution, licensing, regulation, and merchandising of beer,
wine, mixed beverages, and spirituous liquor within Ohio pursuant to Ohio
Revised Code Chapters 4301. and 4303. Regulatory functions include the issuance
of permits to manufacturers, distributors and retailers of alcoholic beverages.
As a “control state” all beer and intoxicating liquor must be bought and sold
pursuant to Ohio law.

The TABC is responsible for the
enforcement and regulation of all phases of the alcoholic beverage industry in
the State of Tennessee. The TABC was created by the state legislature in 1963 to
ensure the safety of the citizens of the State of Tennessee as that relates to

balanced competition among licensees. In addition to the enforcement of all laws
related to the liquor industry, the TABC has the authority to police the illegal
manufacture, delivery, sale, and possession of marijuana and also, when

Beverage Control has been in existence since 1935. In that year, the Utah State
Legislature created the department by statute and charged it with the

wish to be involved with alcoholic beverages. The legislature also mandated that
